Green Waste Collection Policy – Town of Kirkland Highway Department

The Town of Kirkland Highway Department will pick up reasonable quantities of green waste throughout the summer months.

It is not a service we are specifically required to provide, nor do we budget for it.

  • We provide this as a courtesy when we are not performing required highway maintenance work.
  • This service is not an extension of landscape and tree services.
  • Please do not hire contractors to place large piles of debris for collection by the town highway department.
  • There is no set schedule. We begin on one end of town and continue until we have covered all roads, then start again. The frequency is dependent upon the volume of debris and the time we are able to dedicate. Sometimes we can cover the town in 3 days, other times it takes us 5 weeks. Because we can’t forecast the amount of brush out for collection, it is impossible to provide and adhere to a schedule.
  • The reason there is no set schedule is because sometimes we can pick the entire town in a week, and other times it takes us six weeks to get through the town once. It all depends on the volume of brush placed out for collection.
  • To cover the town one time, the distance is equal to driving from Clinton to Newark, NJ.

What We Pick Up

    • Branches & woody debris left roadside.
    • Hedge clippings, leaves, and other small items must be placed in recyclable paper bags.

What We Do NOT Pick Up

      • Animal feces in bags. (This is unsanitary and must not be included.)
      • Piles of dirt, rocks, and similar materials.
      • Debris placed in the road. (It is illegal and your liability if an incident occurs.)

Important Notes

      • Never blow grass clippings into the road.
      • These can be injurious or lethal to cyclists.
      • State highways (Rt. 12, Rt. 233, Rt. 5, etc.) and county roads (Brimfield St., Kellogg St., Fountain St., etc.)
      • These high-traffic roads require specific work zones and traffic control. If we lack the staffing to meet legal requirements, we may skip these roads and continue collection on lower-volume roads.
      • Once collected, we stockpile debris at our yard. When space runs out, we hire a company to grind the material into chips for fill. However, disposal is becoming increasingly challenging due to cost constraints.

Green waste collection is a service we would like to continue providing, but due to increased debris quantities, reduced staffing, and budget constraints, it is becoming a challenge to maintain this service.

Green Waste Drop Off

The Town of Kirkland residents have the option to bring their green waste to the Highway Department, located at 3699 State Route 12B during regular summer hours of operation.

Accepted Green Waste
• Leaves, grass clippings, and garden trimmings
• Small branches and twigs (less than 4 inches in diameter and 4 feet long)
• Weeds, vines, and flowers
• Fruits and vegetables (non-processed)
• Coffee grounds and filters
• Tea bags
• Food-soiled paper (e.g., napkins, paper towels)

Not Accepted
• Plastic bags, containers, and wrap
• Pet waste or litter
• Dirt, rocks, or sod
• Glass, metal, or non-compostable materials
• Large branches or stumps
• Treated or painted wood
• Compostable service ware (unless BPI-certified)

Container Guidelines
• Place green waste in the designated cart with the lid closed.
• Do not exceed the weight limit (typically 200 lbs).
• Ensure all items fit within the bin without overflowing.
• No plastic bags; use paper bags or place loose in the bin.

Collection Schedule
• Weekly curbside pickup
• Place bins at the curb by 7:00 AM on collection day.
• Ensure bins are at least 3 feet from obstacles (cars, fences, mailboxes).
• Retrieve bins within 24 hours after collection.

Extra Green Waste Disposal
• Additional bags may require a sticker or special pickup arrangement.
• Large amounts can be taken to local composting facilities.

Composting Tips
• Layer dry and wet materials to reduce odor.
• Keep the bin lid closed to prevent pests.
• Rinse the bin periodically to maintain cleanliness.

WINTER IS JUST AROUND THE CORNER…

Some of the most important tips for safe winter driving include:

  • Never follow a snowplow too closely or attempt to pass one. Drive well behind a snowplow where the road has been freshly cleared
  • Adjust speed for road conditions and schedule extra time for winter travel
  • Use extra caution on bridges, as they freeze more quickly than road surfaces
  • Have a cell phone handy but do not text while driving; texting while driving is dangerous and illegal, but it becomes even more dangerous during storms
  • Equip your car with emergency supplies, including shovel, flares, jumper cables, rope, ice scraper, portable radio, flashlight, blankets and extra warm clothes
  • Inform a responsible person of your destination, intended route, and estimated time of arrival
  • Winterize your vehicle by checking windshield wipers, filling washer fluid and maintaining good tire tread

ICE AND SNOW, TAKE IT SLOW

NYSDOT experts participate in Clear Roads, a winter highway maintenance research organization comprised of 36 “snow belt” states. The group works toward developing and evaluating new technology to fight snow and ice more efficiently. Clear Roads also focuses on raising awareness about winter driving safety with their initiative “Ice and Snow, Take it Slow.”

 ETIQUETTE

Clear your entire vehicle of snow and ice before you start driving. This includes all windows, the roof, headlights and taillights. Driving with snow on your vehicle creates a safety hazard for you by creating blind spots. It also creates a safety hazard for all other drivers, since snow blowing off vehicles can cause sudden whiteout conditions for adjacent drivers or damage their vehicles.

Do not shovel or blow snow from driveways or sidewalks onto roadways.

Shoveling or blowing the snow back into the road can create dangerous snow ridges and icy spots that make the road dangerous for drivers. It’s also against the law. Be patient as we clear the roads to make them safe for travel.
